VLADIMIR PASSOS DE FREITAS is Professor at the Master course of Pontifícia Universidade Católica do Paraná, in Curitiba, PR, Brazil, and consultant of Environmental Law. He worked as a Federal Judge at the Court of Appeal of the 4th Circuit, Rio Grande do Sul, Brazil, being its President from 2003-2005. He was Prosecutor in the states of São Paulo and Paraná, President of the Brazilian Federal Judges Association, Vice-President of the Brazilian Judges Association and Co-Chair of the National Judicial School. He is Master and Doctor in Law by Universidade Federal do Paraná, and wrote the books "Crimes against nature" with his brother Gilberto Passos de Freitas (8th ed.), "Administrative Law and the Environment" (3rd ed.), "The Constitution and the effectiveness of the Environmental Statutes" (3rd ed.), "Water - legal and environmental aspects" (co-writer, 2nd ed.) and "Environmental Law in evolution" number 1, 2, 3 and 4 (co-writer and coordinator). He has made lectures in Brazil, Portugal, Mexico, Honduras, Argentina, Paraguay, Uruguay, United States, Kenya, Morocco, Thailand, Italy and South Africa. He represents UNEP - United Nations Environmental Programme, established in Nairobi, Kenya, for capacity building courses for judges in South-America, and Co-Chair of the Judiciary Specialist Group of the Commission on Environmental Law of the World Conservation Union - IUCN, established in Bonn, Germany.
